



PARTICIPANTS
Programs primarily target youth under the age of 18 living in drug and crime-infested neighborhoods who are at high risk for drug abuse or who are exhibiting early signs of drug abuse and criminal activity. Some programs assist adults in reinforcing support measures in developing youth "pro-social norms". Program managers also attempt to increase parental participation; absentee, uninvolved, or drug addicted parents oftentimes are at the core of their children’s risk for drug abuse.

Each program is premised on drug abuse prevention research which indicates that several different approaches can be effective in reducing drug abuse and delinquency:

AGENCIES
The primary agencies in each initiative, in many cases initiating, designing and actively participating in each program, include the following:
FUNDING
Financial support provided by HIDTA via the Office of National Drug Control Policy (ONDCP) is used primarily by our sites to hire staff to administer programs and services to high risk youths and their families. Other resources HIDTA supports include supplies and equipment (e.g., books, academic centers, athletic activities, educational software), overtime for police officers, counselors and community service workers, transportation costs, facilities and space.
