Treatment Program

DATA COLLECTION

Each initiative receiving HIDTA Treatment/Criminal Justice funding will be required to collect specific information for each individual receiving treatment.  Previously, initiatives used the HIDTA Automated Tracking System (HATS) to enter required data elements.  It allows for the entry and sharing of client information on progress across the different organizations, while still maintaining all of the federal protections for confidentiality. Using HATS, criminal justice and treatment agencies can perform and record all of their internal operations such as: case management and supervision; referrals and assessments; sanction management; drug testing; and reporting of services received. 

The Treatment/Criminal Justice Program is in the process of transitioning to the Statewide Maryland Automated Records Tracking (SMART) database.  This database is web based software that has all of the features of HATS and more within a user friendly environment.

Required Data Elements

  1. Name;
  2. Address 
  3. Social Security Number
  4. Client Number
  5. Date of Birth;
  6. Gender;
  7. Race;
  8. Ethnicity;
  9. Date of entry into the HIDTA-funded treatment program;
  10. Date of discharge from the HIDTA-funded treatment program
  11. Drug(s) of choice, excluding alcohol
  12. Number of times the individual was previously enrolled in a treatment program;
  13. Instant criminal offense that led to the individual’s enrollment in the HIDTA-funded treatment program and the date charged;
  14. Services Provided (modality) and number of days/contacts for each level;
  15. Treatment Status of individual
  16. Supervision Status of individual
  17. Date of entry into supervision
  18. Date of discharge from supervision
