Support Center

The W/B HIDTA’s Investigative Support Center (ISC), is an established leader in intelligence analysis and innovation that provides analytical support for developing leads to further an investigation, and evidentiary products required for successful prosecution. It is responsible for:

  • Developing tactical, operational, and strategic intelligence to support on-going investigations
  • Identifying drug trafficking and money laundering organizations
  • Helping to reduce drug and gang-related violence.

The goals of the ISC are to:

  • Promote officer safety by providing event and case deconfliction services
  • Provide superior case support and case development services
  • Facilitate information sharing among law enforcement, drug treatment, and prevention professionals
  • Share criminal information and intelligence with other HIDTAs
  • Produce strategic intelligence for decision makers
  • Support special projects

 

 

2022 HIDTA Results:

The W/B HIDTA provided analytical support for 333 cases and produced 329 intelligence profiles/work-ups for law enforcement.

Event Deconfliction is the process of determining when law enforcement personnel are conducting an event in close proximity to one another at the same time.  Events include law enforcement actions such as raids, undercover operations, surveillance, or executing search warrants.  When certain elements (e.g., time, date, and location) are matched between two or more events, conflict results.  Immediate notification is then made to the affected agencies or personnel regarding the identified conflict.

Target/Investigative Data Deconfliction is the process of determining if personnel from a law enforcement agency are conducting an investigation of an active/open target that involves the same investigative data.  When investigative elements match, immediate notification is then made to the affected agencies or personnel regarding the identified conflict.  For purposes of deconfliction, an active/open target will meet the following criteria: the agency is actively investigating the target; there is reasonable suspicion that criminal activity has occurred or is occurring; the agency has assigned a case number, and the agency anticipates an arrest and prosecution or is submitting criminal intelligence in support of an active investigation.

To produce intelligence products, analysts employ various intelligence techniques, software, and mapping, in addition to examining numerous data sets simultaneously. The ISC also monitors drug-related threats, forecasts regional trends, and serves as the hub for information sharing and coordination within the region. In 2022, the ISC provided analytical support to 333 cases and produced 146 intelligence profiles/work-ups for law enforcement. The ISC has dedicated resources specifically for conducting predictive analysis to assist the treatment community with identifying those at the highest risk of overdosing, as well.
