Executive Board
An executive board comprised of Federal, state, and local representatives from law enforcement, treatment, prevention, public safety, and criminal justice agencies from across the region, and an executive director lead the W/B HIDTA. The executive board assesses the drug trafficking threats found in the region; develops a strategy to address the threats; designs initiatives to implement the strategy; and proposes funding needed to carry out the initiatives.

Postal Inspector in Charge for the US Postal Inspection Service

Inspector Damon E. Wood began his law enforcement career in October 2002, when he was appointed to the position of Postal Inspector in Richmond, Virginia. While assigned to the Richmond Domicile, Inspector Wood worked multiple assignments, including Workers’ Compensation, Mail Fraud, Dangerous Mail Investigations and Prohibited Mail Narcotics.
Prior to his appointment to Postal Inspector in 2002, Inspector Wood worked 9 years for the U.S. Postal Service as a supervisor of customer service and as a city letter carrier. Inspector Wood is also a military veteran having served in the Air National Guard/US Air Force, where he attained the rank of Staff Sergeant before being Honorably Discharged.
Throughout his law enforcement career, Inspector Wood has received numerous awards and accolades, including US Attorney’s Office Public Service Awards; Chief Postal Inspector Award; Deputy Chief Inspector Award, and various other Merit Awards.
Throughout his career, Inspector Wood held various leadership positions to include Program Manager, Assistant Inspector in Charge (Headquarters) and Assistant Inspector in Charge (Field). During his time at National Headquarters, Inspector Wood led the Postmaster General’s Executive Protection Detail, providing security and logistics for two Postmaster Generals and managed the building security program at National Headquarters.
On February 29, 2020, Inspector Wood received an executive appointment to Inspector in Charge of the Philadelphia Division. In that role, Inspector Wood was responsible for 93 employees which included Postal Inspectors, Postal Police Officers, and a host of Professional Technical and Administrative employees. On September 26, 2022, INC Wood was reassigned to the Washington Division where he is now responsible for a complement of 195 employees.

Colonel Roland L. Butler, Jr.

Executive Board Vice Chair
Colonel Roland L. Butler, Jr. was sworn in as Secretary of the Maryland Department of State Police by Governor Wes Moore on April 11, 2023. With over three decades of law enforcement experience, Colonel Butler oversees both the Maryland State Police and the Office of the State Fire Marshal.
As a dedicated leader in law enforcement, advancing through all ranks, Colonel Butler has held a wide range of key command and operational roles. In 2024, he served as Maryland’s on-scene coordinator for the Key Bridge Response Unified Command, in which he was responsible for the deployments of the Underwater Recovery Team, Aviation Command, Forensic Sciences Division and the Criminal Enforcement Division.
In 2020, he was appointed to the rank of Lieutenant Colonel as Chief of the Field Operations Bureau. While in this role, he led a patrol force of over 1,000 troopers and investigative personnel assigned to 23 barracks and three specialized divisions across the state. Prior to his appointment, he served in line and supervisory positions in both the patrol and investigative bureaus.
Now serving as Maryland’s top law enforcement officer in the state, Colonel Butler leads a workforce of over 2,200 civilian and sworn personnel, defined by integrity, fairness and service. Under his leadership, the Department continues to modernize technology, enhance training and recruit the most qualified applicants to ensure the agency remains a model of excellence.
Colonel Butler earned his Master’s Degree in Organizational Leadership from the Johns Hopkins University Public Safety Leadership program. He is also a graduate of the Northwestern University School of Police Staff and Command.
Born and raised in the District of Columbia, Colonel Butler is a member of the 105th Maryland State Police Academy Class. As the 21st Superintendent of the Maryland State Police and the first African American superintendent in the history of the Department, Colonel Butler is proud to lead one of the most well respected law enforcement agencies in the nation.
